Review by Tim Bourke:
An illogical system that uses a 1C to show 10-11 points and 1D to show 12-13p without a 5-card major . As 1H and 1S promise five card suits and 12 to 14 and 2C is an artificial game force. Other two  bids promise at a good five card suit and 15 to 19 points. Presumably 1NT, 15 to 19, takes up some slack but what one does one do with 14 point hands without a 5-card major is not addressed in this quite muddled presentation.
